Dog cruelty is a huge problem, not only in the United States, but every where.  Almost 4 million dogs per year are submitted into a shelter which workers can abuse or even kill the dogs.  Shelters are so overcrowded, that they have waiting lists. Dogs don't get the proper care they need. They don't get enough food, love or care. Dogs get cramped in kennels and are known to turn aggressive because of an abuse environment. Many lost dogs turn up in shelters but only 15-20% get returned to their owners. Most of  these were identified with tags, tattoos and microchips.
